I think most Americans would agree that America is in danger of losing her influence and prestige abroad--not just because she has become one more large industrial nation, but because we are not keeping pace with the changes in the world around us.
The post-World War II period was one of enormous growth for America, both economically and in terms of power and international position. The United States emerged as a global leader, playing a dominant role on the world stage that had been previously reserved only for Great Britain. American influence spread far beyond our borders as we built up an economic and military presence all over the planet--from Europe to Asia through Africa to Latin America.
Since then, though, I believe it is fair to say that much of this international standing has slipped away from us. While we are still one of the world's foremost superpowers in terms of economic and military might, our role as a global leader or even as an international peacekeeper seems to be waning. And if I am right about the current state of American influence--if indeed it has slipped away from us--the question is this: Why?
There are no simple answers for why we have not been able to maintain our position abroad, but there are some common factors that seem to be at work here. Perhaps the most obvious problem is economic in nature, and I think any discussion of it has to start with a look at how America's economy compares today with other major nations around the world.
Economic power translates into political influence--the stronger an economy, the greater its effect on shaping global affairs. And if there is one thing that many people have learned about the United States in recent years, it is this: America's economic position is no longer dominant or even comparable to her status of a generation ago.
It may seem strange to suggest such a thing when we still maintain world's largest economy and are the principal engine for global growth--but if you look at where our greatest competition comes from, it becomes clear that our economic power is in decline. When World War II ended, America was responsible for nearly half of all industrial production in the free world; by 1970 we had dropped to a third of this figure and today we are less than a quarter. As recently as the early 50's, American manufacturers accounted for roughly one-third of the total value of goods produced around the globe--today it is just over 2 percent. In addition, our exports have declined from approximately one-fourth to nearly one-fifth in a period that extends from World War II to today.
To be sure, American manufacturers are still strong and continue to produce many of the world's high quality products. But we must admit that this is no longer enough by itself; it does not make us an international leader any more than having one good restaurant in a city makes you its chief tourist attraction.
The decline in America's economic position has come about for many reasons, but perhaps the most important of these are rooted directly in government policy--that is to say, both domestic and foreign. If we look at our history from the post-World War II period onward, it becomes clear that two sets of actions have worked against us: one set of domestic policies aimed at promoting business growth has been much less successful than they might be; another group of governmental interventions abroad--particularly in the realm of foreign aid and military involvement--has proven to be a great drain on our resources.
On the home front, there have been two key areas where we need to make more progress if we are serious about regaining economic dominance: first, taxation; second, monetary policy. Taxes in America continue to be too high--particularly for individuals and small business owners who bear a disproportionate share of the burden. This situation has been made worse by recent Federal Reserve policies which have led to higher interest rates, inflation, and reduced investment. We need not just tax reform, but comprehensive tax reform that will allow our economy to grow more quickly than it is today while maintaining fairness in how we collect revenue from all Americans.
Moreover, the current system of welfare programs has had an adverse effect on America's economic growth and development--by encouraging dependence rather than independence among recipients; by reducing incentives for people to work or seek education as alternatives to government assistance; and by creating disincentives to entrepreneurship and risk-taking. We cannot solve this problem simply through budget cuts: these programs have become too big--too large a part of our national life that it would be almost impossible just to reduce them without causing great damage elsewhere in society or politics as well.
And on the international front, while many of us may think America is still doing okay abroad right now because we remain strong at home economically despite all these problems; if this view prevails too long it could lead eventually into decline since most other countries will begin looking elsewhere for markets and investments when they see our position slipping relative to their own growth rate.
