The 21st Century Community Learning Center (CCLC) is a federal initiative designed to foster safer, smarter learning environments for students and families. It supports schools in implementing evidence-based practices that align with state and district requirements, such as academic enrichment programs in literacy/language arts, math/science, and technology; family engagement strategies; professional development opportunities; afterschool activities, and a focus on early childhood education initiatives.

The CCLC is administered by the Office of Elementary and Secondary Education (OESE). The program's vision is to support schools in implementing evidence-based practices that align with state and district requirements across multiple domains. These domains include academic enrichment programs in literacy/language arts, math/science, and technology; family engagement strategies; professional development opportunities; afterschool activities; and early childhood education initiatives (grades preK-12).

The 21st Century Community Learning Center program provides financial support to eligible local education agencies (LEAs) and nonpublic schools in the form of grants. Grants are awarded based on a competitive process that focuses on aligning LEA/school applications with the needs of their respective communities, as well as meeting OESE's program performance goals and priorities.

The 21st CCLC Program was authorized by Congress through the No Child Left Behind Act (P.L. 107-110) in December 2 volumn 58 Fed. Reg. 94,335 on April 23, 2003, and subsequent reauthorizations under the Every Student Succeeds Act (ESSA), including P.L. 115-263 (October 20, 2018).

The Department's Office of Elementary and Secondary Education oversees the CCLC program to ensure its objectives are met in a manner that aligns with federal education policies and promotes educational equity.
